HO&C is serving as Development Consultant for the redevelopment of Booth Street, a public housing property in Salisbury, Maryland. Currently, 44 of the 100-townhouse style units are vacant and boarded up. HO&C has been engaged to conduct a project feasibility analysis to redevelop the 100 unit, 10-acre site for 200 units of mixed-income rental units. The rental community will consist of one, two, three, and four bedroom apartments, which will serve public housing tenants, households with incomes at or below 60% of the area median income, as well as market rate tenants.
On behalf of WCHA, HO&C secured predevelopment funding from the Maryland Department of Housing and Community Development during the 2007 round of Maryland Affordable Housing Trust grants. WCHA received the maximum grant of $150,000 to be used to complete a market feasibility study and to retain the services of an architect and civil engineer.
As Development Consultant to WCHA, HO&C will also identify other public financing and assembly the funding applications; manage the bidding and selection of the builder and/or general contractors; serve as the owner’s representative during the construction phase; and develop the leasing approach and marketing strategy for the subsidized and market rate family housing units. The estimated development budget for this site is $32.6 million if redevelopment is pursued.
The City of Salisbury annexation process is in progress and the HUD Demolition application is being completed. The WCHA board members are working with HO&C to develop a project that benefits the people and the community best.
