Havre de Grace Housing Authority, Havre de Grace, Maryland

Similar in scope is the HO&C contract with the Havre de Grace Housing Authority (HdGHA) to support the redevelopment of Somerset Manor Apartments, a 60 unit property providing affordable housing for seniors and families. Located on 7.018 acres, adjacent to Highway 40, the old Philadelphia Highway, the site has the potential for new development that serves current residents and offers the opportunity for creating mixed-income housing to serve a wider range of new residents moving into Harford County with the expansion of Aberdeen Proving Ground.

HO&C is working with HdGHA to identify financing for the redevelopment of senior housing at an adjacent site, more immediately, as a component of a master plan review and potential redevelopment or modernization of the family housing units. HO&C has identified and introduced HdGHA to lenders to help secure financing for the senior housing property and has drafted grant application to help secure
predevelopment funding made available by DHCD. As a BRAC community, HdGHA is eligible for priority consideration in funding awarded by the Maryland Department of Housing and Community Development. The total development budget for this project is up to $5 million.

A development team has been assembled to include Lipman, Frizzell & Mitchell, LLC as the market analyst and Hord Coplan Macht as the Master Planner and Architect. A grant application has been submitted to secure financing for this redevelopment.
