
Muriel Watkins joined HOC in 2006 to help launch HO&C. She has more than 20 years experience in affordable housing and has supported innovative funding strategies to preserve, develop, and modernize housing as a consultant to federal and local agencies and as an advisor to nonprofit housing organizations. She is serving as Project Manager on contracts with the Suffolk Redevelopment and Housing Authority and the Havre de Grace Housing Authority to guide the implementation of a master plan and to secure financing that best meets the agencies’ redevelopment objectives.
Ms. Watkins has served as a contract reviewer for the U.S. Department of Housing and Urban Development Office of Public Housing Investments Capital Fund Financing Program and the Department of the Treasury Community Development Financial Institutions (CDFI) Fund. She was a Senior Executive in federal government with the Resolution Trust Corporation (RTC) where she developed the Affordable Housing Disposition Program to create homeownership and affordable rental housing opportunities from the sale of foreclosed residential properties, resulting in the sale of 22,000 single-family properties and 723 multifamily properties valued at over $1.5 billion in sales.
Muriel Watkins has a Master of City and Regional Planning degree from Harvard University.
